This is a simple solution, which should be effective, and I don't see any major drawbacks to it.

The official cameras are such positioned for the sole purpose to broadcast the games, NOT for *trial by TV*. If this practice is adopted, I suppose more and better-placed cameras are required. But I doubt that FIFA will even consider this practice. Football rules are supposed to be followed worldwide down to club level matches, NOT just in World Cup games. Now the tricky question is: how can some third world countries afford it? Will FIFA dare to do the politically incorrect to adopt rules which ain't universally applicable? How will FIFA handle these complaints, 'Our players are held in disadvantage because they are not used to *trial by TV*???'
